Using first-of-its-kind products as a breakthrough to stimulate results transformation and guide enterprises to focus on "core technologies"

First-of-its-kind major technological innovation products are an important symbol of core competitiveness. On October 15, the list of enterprises recognized for and receiving financial support for 2020 first-of-its-kind major technological innovation products in the Economic Development Area (first batch) concluded its public announcement, marking that seven enterprises in the Economic Development Area will receive support. This is a specific measure to implement the "Several Measures of the Beijing Economic and Technological Development Area on Further Coordinating Epidemic Prevention and Control and Economic and Social Development to Support Enterprises in Overcoming Difficulties Together (Version 2.0)" (hereinafter referred to as the "Measures"), which is conducive to supporting innovative enterprises in the area to fully utilize their technological advantages, accelerate the research and development of new technologies, the trial production of new products, and the promotion and application of new services, achieving sustainable and healthy development.

First-of-its-kind major technological innovation products, due to their technological complexity, high economic and social value, and direct relationship to enterprise production and operation, face initial market application bottlenecks. Supporting first-of-its-kind major technological innovation products is an important measure to accelerate the application and promotion of innovative products and is of great significance for promoting high-end transformation of enterprises.

The "Measures" issued in April this year proposed that "for the recognized first-of-its-kind major technological innovation products, a subsidy will be provided at 30% of the sales of the first three units". Subsequently, the Economic Development Area issued a notice for the collection of first-of-its-kind products in 2020, officially launching the open collection of enterprise projects. After screening the applicant enterprises and project information, key evaluations were conducted from the perspectives of products, technology, and compliance, forming the first batch of recognized first-of-its-kind major technological innovation products and their financial support list.

According to the published list, the "CMP equipment polishing and cleaning robotic arm system" of Beijing REJE Automation Co., Ltd., the "thinning and polishing integrated machine" of Beijing Electronics Technology Equipment Co., Ltd., .The supported innovative products have achieved major technological breakthroughs in their respective fields, possess intellectual property rights, and are distributed in the four major leading industries of the Economic Development Area: next-generation information technology, high-end automobiles and new energy smart automobiles, biotechnology and big health, and robots and intelligent manufacturing, representing the innovation level of the Economic Development Area.

These products are all "heavyweights" related to core competitiveness. For example, the "thinning and polishing integrated machine" has pioneered an ultra-thin wafer thinning method for segmented grinding and edge finishing of wafers, promoting the localization of equipment in the fields of power devices, Internet of Things chips, infrared imaging, and pressure sensors. Its key technical indicators have reached the internationally advanced level, filling the technological gap in the domestic integrated circuit packaging field and laying the foundation for independent control. The "constant temperature amplification microfluidic multi-virus nucleic acid detection chip system" utilizes specific gene primers for the detection of multiple pathogens. Based on a microfluidic disc-type chip platform, it can detect at least six common respiratory infectious viruses, including the novel coronavirus, within 1.5 hours, playing a positive role in epidemic prevention and control.

Using a "visible hand" to stimulate greater economic vitality. Supporting first-of-its-kind major technological innovation products is a specific measure to implement the "six stability" and "six guarantees". After the outbreak of the epidemic, the Economic Development Zone increased its support efforts. By the end of September, the Economic Development Area had disbursed more than 1.7 billion yuan in rewards to enterprises through the policy fulfillment comprehensive service platform. At the same time, it also increased efforts to reduce taxes and fees and implemented the social security fee reduction and exemption policy to the maximum extent, helping enterprises overcome difficulties. These substantial measures have helped the Economic Development Area achieve excellent results, with industrial gross output value increasing for three consecutive months in June, July, and August.
